Quarley Parish Council Minutes - March 2004Minutes of the Quarley Parish Council Meeting held on Tuesday 16th March
2004 in the Quarley Village Hall at 7.30pm.

- Cllr Mrs Ferguson welcomed everyone to the meeting. MINUTES
OF THE PREVIOUS MEETING- Cllr Mrs Ferguson signed the minutes of the previous
meeting as a true record. Matters arising from those minutes: - VILLAGE
HALL - Cllr Mrs Ferguson and Cllr Mr Marshall have not yet presented the
planting plan to the Village Hall Committee. MIRRORS
- Cllr Mrs Ferguson reported that unfortunately the mirror by Skew Road has been
stolen; this has been reported to the police. Another two mirrors have been
ordered and will be fitted with anti tamper nuts and bolts, anti vandal paint
will be painted on the fittings. The Clerk reported that there is a delay in
delivery of the mirrors as demand is greater than supply from the supplier. SMALL
SCALE ENVIRONMENTAL GRANT - Cllr Mrs Ferguson reported that at long last the New
Bus Shelter and Notice Board are to be erected. A date has been confirmed for
installation on Thursday 18tb March 2004. STREET
LIGHTING - It was reported that No 1 street light is not working properly. The
Clerk will report this to the Street Lighting Department. The Clerk reported
that he has received an estimate from Hampshire County Council for the street
lighting energy and maintenance for the 2004/2005 year £180.92. WAR
MEMORIAL. Cllr Mrs Ferguson reported that the bottom chains around the War
Memorial get in the way when the grass is being mowed. Cllr Mrs Ferguson
suggested that the bottom chains be removed and kept in a safe place. The Parish
Council discussed this matter and alternative suggestion as what to do with the
chains. Various options will be looked at before the next meeting and the
Chairman will liase with the Parish Councillors. PLANNING TRE.CA.00594/35
- fell Cherry Blossom and remove conifer hedge - Hill House (formerly
Sunnyside), Skew Road, Quarley. The Parish Council had NO OBJECTION to this
Planning Application. TVN.06260/4-
Erection of first floor side extension over existing garage to provide bedroom
and bedroom en-suite, provision of four dormer windows to west elevation and
erection of car port - Old School House, Village Street, Quarley. The Parish
Council had NO OBJECTION to this Planning Application. TVN.02346/9 - Extension to existing grain store - Home Farm, Quarley. Cllr Miss Cross declared and interest in this Application. The Parish Council had NO OBJECTION. DOG
FOULING. The Parish Council discussed dog Fouling on the path between the War
Memorial and the Village Hall. Cllr Mrs Ferguson reported that she has received
several complaints about the dog mess on this path. The
Parish Clerk reported that he had contacted the test Valley Dog Warden about his
matter and that he was sending some signs that can be displayed in this area.
The Parish Council felt that it did not want to spoil the look of the village
green with an abundance of signs. It was agreed that several signs would be
discretely displayed on the Village Green and the situation monitored. VILLAGE
FOOTPATHS. The Parish Clerk has not yet received a copy of the Village Footpath
Map. The Parish Council will walk the footpaths and make note of any problems.
The Parish Clerk will then forward this information on to Hampshire Paths. COUNCILLORS
REPORTS. CLLR
MRS J FERGUSON - Reported that she had attended the T.V.A.P.C. Meeting on the
41h March held in Kings Sombourne. Parish Councils were asked if they could
please let the T.V.A.P.C. Secretary have the dates of their meetings so that
Test Valley Officers can be informed, the Clerk was asked to do this. The
Chief Executive of Test Valley gave a presentation that included items on the
Borough Plan, Village Design Statements, Traffic Management in Andover and
changes in the Green Waste collection. The Chief Executive asked Parish Councils
to write and support a new policy for Sustainable Communities in Rural Areas -
permitted development outside the Parish footprint. The Parish Council discussed
this and did not agree with this proposed new policy. Cllr
Mrs Ferguson reported that a presentation on the Winchester and Eastleigh
Healthcare NHS Trust, they intend to apply for NHS Foundation Trust status. A
period of consultation will take [place until the 2nd May 2004. CLLR
MR W MARSHALL - Reported that ivy is growing up the trees on the Village Green
and that some action will need to be taken soon or this will damage the trees.
This was noted. Cllr
Mr Marshall reported that the Culverts on the road between Quarley and Grateley
need some maintenance work, although they are clear dirt has formed a lip, this
will need removing or water will not be able to flow into the culvert. Mr Pearce
will be asked to look at the culverts. CLLR MR M VENABLES -
Reported that Rooks are becoming a problem in the village roosting near houses
and suggested a Rook Shoot. The Parish Council discussed this and had no problem
with the rooks nesting in the trees around the village but agreed that if nests
were in trees above property they made a mess and were a nuisance. It was
decided to do a leaflet drop in the village to gauge people's views on this
issue before any decision to hold a Rook Shoot was made. WAR
MEMORIAL. The Parish Council discussed the area behind the War Memorial; it was
suggested that this area be tidied up. Mr Cross cut some trees down behind the
War Memorial and this gave an excellent vista to the church, it would a nice to
improve on this view. Cllr Mrs Ferguson suggested a site meeting to discuss a
plan of action. CHEQUES
