Quarley Parish Council Minutes - 26th June 2018

Minutes of the Quarley Parish Council Meeting held on Tuesday 26th June 2018 at Quarley Village Hall at 7.30 pm.

WELCOME.
The Chairman welcomed everyone to the meeting.

DECLARATION OF INTEREST
Cllr Mrs J Ferguson declared an interest in Quarley Church.
 

MINUTES OF THE PREVIOUS MEETING.
The Chairman signed the minutes of the previous meeting as a true record. Matters arising from those minutes: -
 

HIGHWAYS –County Councillor Mrs Z Brooks reported that she has forwarded the photographs of the offending gullies to the appropriate officers at HCC. 

The Chairman reported that road from Quarley towards the A303 is in a very bad state, this was reported to Highways and they have said that the work will be done this year. 

The Quarley end of Skew Road is also in a bad state of repair and needs urgent attention. Cllr Mrs Z Brooks will pass this on to Highways. 

SOLAR FARM – The Clerk had no news to report, there has been no further contact from the Solar Farm Company. 

ETWALL SIGN – Cllr Mrs A Thorne reported that the Etwall Sign has still not been replaced. The Clerk will contact TVBC again. 

TELEPHONE BOX –The broken glass in the telephone box has been reported to BT. BT gave notice several months ago that the telephone box is to be removed, this has not happened. BT were not able to give an up-date on its removal. 

TEST VALLEY COMMUNITY GOVERNANCE REVIEW.
The Chairman up-dated the Parish Council on the progress of the submission lodged by Quarley Parish Council. Amport Parish Council are not in agreement with the proposed Parish boundary change and have made comment that it would be more suitable for Quarley to be absorbed into Amport Parish.
 

FINANCE.
The Clerk produced the end of year accounts and explained each item.The Accounts for the Year ending 31st March 2018 were approved.
Proposed by Cllr MrsJ Ferguson, Seconded by Cllr Mr W Marshall. All agreed.

The Parish Council approved the Annual Governance Statement 2017/2018 section 1 and approved the Annual Accounting Statement 2017/2018 section 2.

The Chairman signed off the Accounts. Proposed by Cllr Mrs J Ferguson and seconded by Cllr Mr W Marshall.

COUNTY COUNCILLOR MRS Z BROOKS
Cllr Mrs Z Brooks spoke about the ’20 is Plenty’ scheme, The problem of Fly Tipping in the County and that Hampshire County Council have to make a further £80 Million in cuts over the next two years.
 

BOROUGH COUNCILLOR MR B FEW-BROWN
Cllr Mr B Few-Brown spoke about the changes to the Amport Ward coming into effect in May 2019.

Cllr Mr B Few-Brown reported that he still had funds available in his Borough Councillor Community Grant and urged the Parish Council to apply if they had a project in mind.  

PARISH COUNCILLORS REPORTS
CLLR MRS A THORNE – Reported that there as been an increase in parking on the grass on the corner to the entrance to Etwall, if this continues it will start damaging the grass. It was suggested that a ‘NO PARKING ON THE GRASS’ notice is put up.
 

CLLR MR W MARSHALL – Reported a recent incident of Road Safety involving an HGV. The incident was filmed on a mobile telephone and has been reported to the Police. The Parish Council acknowledged that there is an increasing problem with large HGV’s using the rural roads. 

CLLR MRS J FERGUSON – Reported that the Test Valley Borough Plan covering the years from 2020 – 2029 is being discussed and will be available to view on the Test valley Borough Council Web Site.
