of the Quarley Parish Council meeting held on Tuesday 27th April 2021
in the Quarley Village Hall at 7.30pm.

WELCOME. The
Chairman welcomed everyone to the meeting DECLARATION
OF INTEREST. Cllr
Mrs J Ferguson declared an interest in Quarley Church. The
Parish Councillors all confirmed that there was no change to their Declarations
of Interests held by Test Valley Borough Council. The Clerk will confirm this
with the Legal and Democratic Department at Test Valley Borough Council. MINUTES
OF THE PREVIOUS MEETING. The
Chairman signed the minutes of the previous meeting as a true record. Matters
arising from those minutes: PLAY
EQUIPMENT – The Clerk reported that he has obtained an up-dated quote for the
Play Equipment and there is a slight increase. An application has been submitted
to TVBC for 50% Capital Funding Grant. FINANCE. End
of Year Accounts 2020/2021.

CERTIFICATE
OF EXEMPTION – AGAR 2020/2021 The
Parish Council agreed to submit a Certificate of Exemption as the turnover was
below £25,000. Proposed by Cllr Mrs J Ferguson and seconded by Cllr Mr W
Marshall. All agreed. The
Parish Council all viewed the internal auditors report confirming that the
Accounts have been audited. ANNUAL
GOVERNANCE STATEMENT 2020/21 The Clerk read out the Annual Governance
Statement 2020/2021 ensuring that there is a sound system of internal control,
including arrangements for the preparation of the Accounting Statement. The
Annual Governance Statement was approved by the Parish Council. Proposed by Cllr
Mr T Shelly and seconded by Cllr Mrs A Thorne. All Agreed. The Chairman and the
Clerk signed the relevant paperwork. ANNUAL
ACCOUNTING STATEMENTS 2020/2021 The
Annual Accounting Statement 2020/2021 was approved by the Parish Council.
Proposed by Cllr Mrs J Ferguson and seconded by Cllr Mr W Marshall. All agreed. The
Chairman and Clerk signed the relevant paperwork. SOLAR
FARM. Cllr
Mr T Shelly up-dated the Parish Council on the recent proposed extension to the
Solar Farm. The Solar Farm is actually in Amport Parish but effects Quarley
visually. A
site meeting was held and it was felt that if the solar panels are moved down
the slope, with screening they will not be visible. A further site meeting is to
be planned. Cllr
Mr T Shelley reported that he will speak to the new Chairman of Amport Parish
Council and report back to the Parish Council. PLANNING. 21/01069/LBWN
– Internal alterations including removal of walls and insertion of new;
external alterations including alterations to door and window openings; erection
of porch – The Old Rectory, Quarley. NO OBJECTIONS. PARISH
COUNCILLOR’S REPORTS. CLLR
MR W MARSHALL – Reported that he will be sending the Clerk an email after the
meeting informing him that he wishes to resign from the Parish Council with
immediate effect. Cllr Mr W Marshall stated that he has been on the Parish
Council for many years and felt it was time to stand down. The
Chairman thanked him for his contribution during his time on the Parish Council
and stated that he will be missed. All agreed. CLLR
MR N CONSTABLE – Suggested that a Working Party is organised to tidy up around
the Green and to look at areas where trees could be planted. The Clerk was asked
to put this on the Agenda for the July Meeting. CLOSE
